- Update to 0.22
- Fix RUN_DEPENDS=${BUILD_DEPENDS} + PERL_MODBUILD=yes problem
- Remove Author: in pkg-descr
- Use @dirrmtry because XML::Atom::SimpleFeed and XML::Atom::Syndication
  not depending on XML::Atom.

Port maintainer (clsung@FreeBSD.org) is cc'd.

Committed. Thanks. 
1. I've update the version before receiving the PR 
2. I'd decide to leave {RUN,BUILD}_DEPENDS order until next verion. 
3. Since Porter's Handbook didn't mention about removal of Author 
I'll keep the original text for a period of time. 
4. MIME/Base64.pm already kept in perl5.8
