Can we just (optionally eventually) patch the existing port ?

I see no reason for this PR to be "serious" and "medium", do you ?

we could. but i am not as far in autodetecting the cardtypes that this
would work. furthermore, i have contacted the author of the original
port and he is not very forthcoming. furthermore the pvr250-port is
maintained by Edwin Groothuis, who has no inside knowledge of the
code.

it is my intention to make this port work for all hauppauge pvr-style
cards ( alla ivtv ). that's why i want it committed to the ports tree,
and announce it on multimedia. at this moment, the driver works for 3
people ( including me ).

sensible default values, sorry.

OK, bug me next week if no one else takes this PR and I'll see what I
can do.
