[DESCRIBE CHANGES]

py-scipy03 is needed for older programs relying on py-numeric
which has been deprecated by upstream vendor.

see note on http://numpy.scipy.org

Note:   Development for Numeric has ceased, and users should transisition to
        NumPy as quickly as possible.

I'm marking simply as DEPRECATED for now so we can get notice
to any other users of this port. Then it really should be marked for
deletion after a month or two.
