SpamAssassin LOCAL_STATE_DIR moved from /var/lib to /var/db. (see PR: ports/108934)

Port maintainer (wes@FreeBSD.org) is cc'd.

I thought I was the port maintainer for SpamAssassin.

I never got notificatin of this, and it could conflict with new patches I am producing today for 3.2.3

If I have been notified of this I could have submitted it and a couple of other minor maintanance patches.
