This is true.
textproc/mxml and textproc/mini-xml are the same software.

The software is provided here
http://www.minixml.org/
and the current stable version is Mini-XML 2.6.

textproc/mxml is under version 2.6,
so upgrade is not required.

textproc/mini-xml is under version 2.2.2_1 (outdated).
The Mini-XML does not support this version.
I think FreeBSD project should remove textproc/mini-xml from the ports.
But, I am not a maintainer of this port.

  FreeBSD ports repository

  Modified files:
    . MOVED
    textproc Makefile
  Removed files:
    textproc/mini-xml Makefile distinfo pkg-descr pkg-plist
    textproc/mini-xml/files patch-Makefile.in patch-configure
  Log:
Remove textproc/mini-xml as it is outdated and a duplicate of textproc/mxml.
Technically, textproc/mini-xml was added to the tree first but it has been
  outdated for a while now.
