- Update finance/ktoblzcheck to 1.28
- Fix CATEGORIES order

NOTE: Port is not DATADIR-safe, one cannot redefine DATADIR and expect
the data files install in that location.  Therefore, pkg-plist can't use the
DATADIR variable.

How-To-Repeat: - Use attached diff
- Remove files/patch-src__lib__Makefile.in (patch applied upstream)
