Update to 1.8.3, added X-Tinyproxy header option

Hi,

PR description says it's update to 1.8.3, however the port is at 1.8.3
already. Is it a mistake?

Hi Roman,

Yes and no, it's not an update to 1.8.4 but it is an update to the 1.8.3
branch.  Apologies for the confusion, I left the porttools description as-is
assuming it was convention.  Feel free to change it.
