Which doesn't? It IS a 2 clause BSD license.

The author didn't care to say what license this is. Good that you memorized the texts of all licenses.

The opposite example is GitHub: https://github.com/yui/yui3/blob/master/LICENSE.md The first line of the license should say what license this is. This is quite a reasonable thing to do.

Not at all. These licenses are well known. However, the author does mention it both in readme and setup.py.
