Reporting the historical and statistical running time of the system

Tuptime is a tool for report the historical and statistical running time of
the system, keeping it between restarts. Like uptime command but with more
interesting output.

Port added as of ports r400493, thanks!  I've made a few corrections and cleanups, and updated to the latest version 3.2.01, hope you don't mind.

Minor fixes

Latest revisions of tuptime do not require linprocfs and also ships with scripts to update from older releases should a user have installed it before the port was added.
