Mk/Uses/makeinfo.mk says:

# Valid ARGS:   build (default, implicit), run, both

but contains:

.if !empty(makeinfo_ARGS)
IGNORE= USES=makeinfo - expects no arguments
.endif

One or there other should be updated.
