Port for fabio HTTP router

Wanted to give this a shakedown and saw it wasn't in ports but was on the WantedPorts wiki page.

Are you sure we need to define CC on BUILD_ENV?

there are no any cgo related files on workdir.

Cleaned up some of the questionable bits of the Makefile, bumped to the latest 1.2.1 release.
