Correctly set maintainer-feedback to - (timeout)

One may also (preferably) set maintainer-approval (on attachment) to + with comment "Maintainer timeout, implicit approval"

Wasn't it the other way around? God damn it, these flags are impossible to remember and work with correctly. I'm not touching them ever.
