Patch to define PORTSCOUT for games/zdoom

Upstream maintains a *.9999 branch for maintenance purposes, and sometimes a release may get cut from this branch. However, portscout should really ignore these, because *.9999 releases aren't *actual* releases. Actual releases get assigned a version triple with the last part being < 9999.
