patch for updating the port

- Update 0.21 --> 0.23
Changes: http://search.cpan.org/~lbaxter/Sys-SigAction-0.23/Changes

- "portlint -AC" gives just non-relevant warnings.

- Tested with poudriere-3.1.14, perl5-5.24 at 11.0-amd64.

Committed, thanks! I've removed the dependencies as they are no longer required by perl 5.24 (now default perl version).

For some reason, the commits shows up against a www/roundcube PR, and I cannot see why.

Thank you for committing.

Do you think that it could be a good idea to keep conditional dependencies for perls which are older than 5.24? Older perls are still supported though are not default. 

Shall I prepare a new patch?
