hangouts pidgin shar file

Dear FreeBSD committer:

Find below a new port to support hangouts protocol in pidgin.

This port is somewhat contrived as depends on bitbucket infraestructure, and I have not found any example to mimic. DISTNAME definition as commit tag is a little weird: it is dependent on PORTVERSION. I think should be a better way to accomplish the same. 

Any advice to improve the port Makefile is welcome.

  New port: net-im/purple-hangouts

  Hangouts Plugin for libpurple is a replacement purple for hangouts in
  Pidgin/libpurple to support the proprietary protocol that Google
  uses for its Hangouts service. So far it supports all the fun things
  that aren't part of the XMPP interface, such as Group Chats,
  synchronised history between devices and SMS support via Google
  Voice.
