Add "hitch" to UIDs and GIDs

Hitch now "strongly recommend" that we use a separate user:
https://github.com/varnish/hitch/commit/e8c9726da0b98210c1dee1a9abfefdcdecec9721

This updates the port to follow that recommendation.  (the second attachment is coming in another comment)
