devel/gopls: update to 0.7.4

Upstream changes:

 - Editing support for Go template files
 - Improved support for generic code when using the Go 1.18 beta
 - Various bug fixes

Tested on armv7 arm64 FreeBSD 13.
Do not MFH: port not present in 2021Q4.
