	Update to the comms/qpage port

Fix: Updating required adding to and removing from the old port a few
	files.  I couldn't figure out if it was possible to get diff
	to take that into account so I am attaching the port skeleton.

This is a ping to try to get attention for this PR.  

I have not heard a response from the MAINTAINER or anyone else.

This port is *really* useful for those of us running Netsaint/Nagios, or
insert your favorite monitoring system, as it provides an out of band
method of notifying us when there are problems with the network.

Christian Weisgerber told me how to come up with a meaningful diff of two 
directory trees.
