The pgaccess program has been removed from the main distribution of
postgresql and into its own project.

Hence, updating postgresql-tcltk to version 7.3.1 will remove the
pgaccess program. This port fixes this little problem ;-)

As a bonus, pgmonitor is in the same package nowadays.

This PR supercedes ports/45892.
