Update ftp/ncftp3 from 3.1.4 to 3.1.5

Fix: Following fixes and resulting ncftp/ncftp3 binary have been tested on
4.7-STABLE and freshly installed 5.0-RELEASE.

Note that this update contains an important security fix.  See:

Please do not postpone the update because the ports tree is currently
frozen in preparetion for 4.8-RELEASE.
