Update devel/p5-Module-Build to 0.19

Fix: There is still no way of having Module::Build respect PREFIX.
The way I found out with v 0.18 no longer work, and the doc says something
easier should work, but, it does not appear to work.  I'm trying to keep in
touch with developpers so that I can find a way for it to work.
