jakarta-jmeter updated to 1.8.1. the jmeter web site says "Many bugs were fixed."

I changed APP_HOME= to APP_HOME?= to let the user choose APP_HOME at build time.

Also, according to the jmeter web site, Java 1.3 is required, so I changed USE_JAVA as well.
