	Update svk to 0.17 which is a faster version, from CHANGES:

	[Changes for 0.17 - 17 Jul, 2004]
	* Optimize checkout_delta with mtime/inode/size signatures.
	* Implement smerge -I for incremental merging.
	* Make smerge -lm <msg> do what you mean.
	* When using external merge tools, give local, base, new and merged
	  tmpfiles sane names. [Autrijus]
	* Improve documentation.
	* Fix cb_rev when commiting to just-moved files in mirrored path.
	* Cleanup SVK::Merge and others.
