	www/plugger install his rc file under ${PREFIX}/etc/, but looks for
	it in fixed places, and not under ${X11BASE}/etc/, where it is
	installed by default

Fix: attached patch make plugger looks for his rc file under ${PREFIX}/etc/
	and not in fixed locations out of ${HOME} or ${PREFIX}
