rcsedit is a simple wrapper for RCS written in Perl.  It takes care of 
calling the underlying RCS commands in order to maintain a file under RCS 
control, including initial check-in.  It also goes beyond what RCS 
normally does by ensuring ownership, group, and permissions of the file 
are preserved.
