updates sysutils/arcconf to 6.10, which no longer needs compat6

tested on 7.1-RELEASE AMD64 and 8.0-CURRENT AMD64

This commit effectively breaks arcconf on 6.x as a binary form of the
arcconf utility
is only distributed and this update brings in 7.x binary only.

work/opt/StorMan/arcconf:
        libthr.so.3 => not found (0x0)
        libncurses.so.7 => not found (0x0)
        libstdc++.so.6 =>
/usr/local/lib/gcc/i386-portbld-freebsd6.2/3.4.6/libstdc++.so.6
(0x2822d000)
        libm.so.5 => not found (0x0)
        libgcc_s.so.1 =>
/usr/local/lib/gcc/i386-portbld-freebsd6.2/3.4.6/libgcc_s.so.1
(0x282ee000)
        libc.so.7 => not found (0x0)
        libm.so.4 => /lib/libm.so.4 (0x282f6000)
        libc.so.6 => /lib/libc.so.6 (0x2830c000)

Please, re-open this PR and/or consider to update this port with
attached (or alike) patch.
