Patch to update the Makefile and add a pkg-plist.

The port x11-fm/catseye-fm has not yet been converted to support staging and has been orphaned. I added staging support and volunteer to maintain it.

The attached patch sets MAINTAINER, adds a mirror to MASTER_SITES, adds staging support, specifies a LICENSE and replaces PLIST_* macros with pkg-plist.

The port has been checked with Portlint.
