Adds a CAIRO option knob.

Add a CAIRO option to the databases/rrdtool port.  By disabling CAIRO, one can install this port with no graphical dependencies, which is useful for servers and embedded systems.  Note: the attached patch depends on the patch included with Bug 192018.

I'm working on rrdtool, cleaning up the port and so on.  Will look into this as part of that.

Option added in r362726, but using USES and USE_GNOME where applicable.
