update rancid to 3.1

This patch updates rancid to 3.1.

I haven't added any scary warnings, but people should read the release notes and realize that they absolutely have to modify their router.db files and change all colons to semicolons or rancid will start deleting their routers/configs in CVS/SVN...

After talking to others I'm going to submit this as a new port  -- net-mgmt/rancid3. I don't want anyone unexpectedly upgrading and losing data.

  New port: net-mgmt/rancid3

  I'm creating an entirely new port for rancid 3.x as the syntax for the
  router.db file is different and a blind upgrade will cause deletion of
  backed up devices and their configs from the repository if the user
  doesn't stop the cron jobs before updating the syntax.
