svn diff to fix dns/dns_balance

This port is currently marked BROKEN (unfetchable)
The attached svn diff fixes that.

- Provides permanent home for the source
- Renames && repacks source file, for better integration
into the ports(7) system
- Provides working WWW
- Redresses pkg-descr

That's it!

Forgot to mention that I've unbroken this port. I think it would be helpful for other committers to check if the original tarball (.tar.gz) is identical to the new one (.tar.xz) provided by Chris. It's necessary for rerolled tarballs.

I did check in the past the distfiles, it just repacked to xz to safe some kb of space.
