games/gemrb: 0.8.3 -> 0.8.4

This updates GemRB to 0.8.4. Release notes are in the URL.
Notably, with this release Planescape Torment support is complete
(or at least the game can be finished now).

The patch also includes assorted cleanups:
switch to USES=localbase
indent CMAKE_ARGS
add missing LIB_DEPENDS
add INSTALLS_ICONS

I would like to take maintainership of this port if the current
maintainer is willing to pass it on.

I approve of the patch, which builds and installs correctly.  I also give permission for the submitter to become the new maintainer of the port.
