This port was deleted because it failed to build and had no maintainer. It now works.

There was a one line fix, but it has also been cleaned up and some bugs eliminated.

Committed with minor changes: remove useless *_FLAGS (PTHREAD_*FLAGS are deprecated and empty) and switch to options helpers

  Rexx/CURL is an external function package providing an interface to the cURL
  package. cURL is a general purpose package that allows access to any
