Patch for Makefile adding the stream_ssl_preread module option

Add support for the stream_ssl_preread module. (https://nginx.org/en/docs/stream/ngx_stream_ssl_preread_module.html)

The new stream_ssl_preread module allows balancing tls streams based on SNI headers.
