New port:codeblocks

Since devel/codeblocks is still buggy (#197888), you can use "nightly" version.

As tested (https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=197888#c37), here the new port.

poudriere 10, 11, 12 i386/amd64 ok
portlint OK (false warnings).

Run ok for 11 amd64
