patch to the ports tree

The attached patch updates cad/openvsp to the latest release 3.14.2.

From the announcement:

Features:

    Python bindings now included – Anaconda3.6 based.
    IGES surface names

Bug Fixes:

    Parasite drag SWet showing as zero (thanks Corrado)
    Fix crash when pasting components to top level (thanks Jasper)
    Fix VSPAERO GUI layout problems (thanks Marco)
    Fix problem reading line subsurfaces from file (thanks Nat)
    Scattered other fixes

Q/A:
 - portlint -AC: OK (small warning about BROKEN_aarch64 due to r456723 by linimon@)
 - poudriere builds for {10.3,10.4,11.1}{amd64,i386}: OK
