- Update to version 9
- Clean up the distfile handling in the port Makefile

Thanks m.ne! this is good to go. 

I did a quick round of compile-test on FreeBSD-11.1.

@Yuri - you could choose to remove the DISTFILES= from the Makefile to make portlint happier. I have checked it with that change as well.
