Patch adding LICENSE to x11/setxkbmap

Actually, the license is not a modern version of MIT. It is an old variant of it.[1]

According to the Fedora project wiki they are "functionally identical."[2]

Gentoo uses MIT as well.[3]

Also, WWW could be set to "https://www.freedesktop.org/Software/xorg" similarly to x11/libxkbfile.
