Build with NLS=off is broken due to a missing tag in pkg-plist.

  Fix some issues afetr upgrade the port

  - Reintroduce USE_LDCONFIG use by plugins option
  - Prefix wit %%NLS%% a new language file
  - Remove lib/rpm-plugins/ima.so from plist (not build anymore by default)
