But there are subsequent releases that fix regressions in these versions, and include bugfixes. What is the purpose of shipping regressing versions since we know they are bad?

9.5.3 is not a security update. Only 9.5.2.
I have seen too late that this port is not even in the current quarterly branch. Here, both could have been committed at once. But only here.
