I hoped this would be fixed upstream, but I just got reply on squid-users mailing list it won't:

Last time I checked a month ago, www/squid (squid-4.3_1) was unusable on FreeBSD 11.2-RELEASE. I'll check if there are any improvements. Hopefully we won't end up without production-usable squid on FreeBSD 12.

Well, squid developers are not going to fix 3rd brach to support openssl 1.1 as far as I know. It's intended to use 4th branch with openssl 1.1
