Add USES=compiler:c++11-lang to fix build on GCC architectures.

While here, add USES=localbase.

Tested on powerpc64 and amd64.

Looks fine. Thank you very much for your work.

I tested on poudriere on 11.2-RELEASE i386/amd64 and 12.0-RELEASE i386/amd64 (with clang).
