Shar file to ros-vcstool

New port: ros-vcstool. It is the replacement for devel/ros-wstool. I think we should probably keep ros-wstool around for a little bit longer, but its days are numbered.

Unfortunately, there is also ros-vcstools, which are libraries that ros-vcstool depends on.

Thanks to Henrik Gulbrandsen for doing all the heavy lifting.

Updated shar file that doesn't include vcstools (it seems that both wtool and vcstools can be removed in one commit afterwards).
