Replacement for the stale WWW

se@ asked tex@ via mail for a replacement of the stale WWW entry in japanese/tex-ptex. The replacement should provide information that users of the port or package might consider useful (e.g. a project website, configuration examples, further reading).

The attached patch points to the CTAN's project page, with further readings.
