steam utils update

Hopefully nobody is actually using FreeBSD 12 for gaming at this point in time.

Thanks for the patch Alex,

What is the reason for dropping support for 12? Is it because 12.4 is legacy already or because it really doesn't work?

The reason is that I dropped the workarounds for several kernel bugs (they are a bit of a drag to maintain) and since I'm not testing 12 anyway, I might as well label the port appropriately.
