makeinfo does not actually used because post-patch patches *.info files and so updates their timestamp to some newer value => doc/Makefile doesn't want to regenerate bash.info

    shells/bash: Remove unsed makeinfo use flag

    Makeinfo is not actually used because, after patching, it updates the
    timestamps of *.info files, preventing doc/Makefile from wanting to
    regenerate bash.info.

    While here, sort USES.
