Upgrade LibXC to 6.2.2

Also enable KXC: this is strongly recommanded by Abinit, otherwise it will not be able to provide nonlineari response properties (Raman intensities, …).

Upgrade LibXC to 6.2.2 (rev. 2)

The patch "Upgrade LibXC to 6.2.2 (rev. 2)" also removes the NATIVE option.

CPUTYPE=native in /etc/make.conf sets the CPU type system-wide w/out the need of port portions.
