switch CPPFLAGS to USES=localbase

Yes.
Note that "xshogi -nsp true" without gnushogi is still available.

OK, then maybe it is better if there is only one update in which the port is fixed and the new maintainer is set.

    Add x11-fonts/font-adobe-100dpi and gnushogi RUN_DEPENDS.
    Uses localbase.
    Add LICENSE information.
    Update WWW.
    Submitter takes maintainership.
