update to 2.3.0p16

Update it to the latest version.

Some people at EuroBSDCon were asking to update it because it seems some tools actively refuse to talk to check_mk_agent versions which are "too old". So I had a look at it and it seems the update is quite straight forward.

Unfortunately I am not using check_mk myself so I cannot properly do any runtime testing with it (except starting it which seems to be fine).

I did some automated build tests with the update in poudriere and the port itself is fine.

Looking at the Checkmk Github, only change between versions is a number bump. Should be good to commit.
