The chtml.tgz file is no longer found on people.delphi.com. You
only fetch an error html on this.
It can now be fetched from the site people.delphiforums.com.

Fix: 

MASTER_SITES= need to be changed from
http://people.delphi.com/gjc
to
http://people.delphiforums.com/gjc

Should be all.
How-To-Repeat: Try to fetch it :-).
