	Update Makefile of security/fpm so it can be used with Gnome/2.

	Note that the pre-patch doesn't want to work REINPLACE_CMD.

Would someone check on this?  I submitted this PR back in November of
2002, it unbreaks the port for inclusion in x11/gnome-fifth-toe (with
maybe a little twiddling), and I think it's safe to say that maintainer
time-out has occurred.
